Coaches Empty Coaches

I see my team went and signed some coaches. Are these all average ratings guys? Was I supposed to submit offers on them? I've never been in a league that used coaches so this is new to me.

We don't use coaches or scouts. I did see those listed in the transactions for all the new teams, though Im not sure of the reasoning behind it.
